摘 要
在我国资源型城市中，国有资源型企业在城市经济中占主导地位，资源的逐渐枯竭
导致因资源而生的主导支柱产业进入产业衰退期，使大量职工丧失工作岗位。如何解决
资源型城市下岗失业人员的就业问题，成为资源型城市所面临的最大难题。
本文研究了资源型城市发展非正规就业的可行性和必要性，提出通过发展非正规就
业的方法来解决资源型城市就业问题。采取以市场为主导，改善市场环境，创新和完善
劳动政策，拓宽非正规就业领域，强化社会保障等有效措施，逐步建立非正规就业正规
化的推动机制。

ABSTRACT
In resource-based cities of China, exhausted of rescource made some important industry
turn into decay and made the workers lose the jobs. How to solve the employment of
redundanted people is the most hardest problem in the resource-based cities.
The paper discusses the feasibility and necessarity of improving informal employment of
rescource-based cities, and put forward the methods detailed.The paper suggests it is important
for setting up the mechanism of informal employment standardization to improve the market
environment, creat the labor policy, widen the informal employment field and reinforce the
steps of social security.
