┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ 装 ┊ ┊ ┊ ┊ ┊ 订 ┊ ┊ ┊ ┊ ┊ 线 ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ ┊ 城市停车问题的研究 PAGE \* MERGEFORMAT PAGE \* MERGEFORMAT I 摘 要 我国机动车数量急剧增长，引发了停车难的问题。目前我国城市停车问题愈演愈烈,停车供给不足与停车需求过剩的矛盾日益凸显。停车行为混乱,占道停车导致道路交通阻塞较为严重。停车问题不仅加重了城市动态交通的负荷,而且严重影响到城市主动脉的通畅。因此,解决城市停车问题迫在眉睫! 本文以城市停车问题为研究对象,以停车相关停车的相关理论为支撑，分析了停车行为过程及其影响因素，总结出目前城市停车存在的问题及其产生停车问题的原因。由于停车问题从规划建设到管理,存在于多个层面,因此本文将从不同层面与角度提出解决停车问题的对策与优化措施。 本文从三个层面解决停车问题。规划层面主要有城市停车特征结构与停车的供求关系的分析、实施停车专项规划；技术层面上优化 包括建立停车诱导系统、 推广机械式立体停车库、 使用停车自动收费系统，推行 IC 卡付费方式等；管理层面上 包括建立健全停车场管理的法规、 运用价格机制管理、 提高管理人员的素质等。 只有三个层面相互联系,相互结合,综合治理,才能全方位的缓解和改善城市停车困难的问题,保持交通的可持续发展。 关键词：城市停车，停车管理,停车诱导系统，停车政策 PAGE \* MERGEFORMAT II PAGE \* MERGEFORMAT II ABSTRACT A surge of motor vehicle causing parking problems. At present, urban parking problems grow intensely, The supply and demand for parking is not harmonious. Parking behavior disorder, parking lane road leading to traffic congestion is more seriously. Parking problems not only increased the urban dynamic traffic load, but also seriously affect the city aorta smooth. Therefore, to solve the problem of urban parking are imminent! By taking urban parking problems as the research object, the theory of urban traffic and parking as support, this paper sums up the current urban parking problem and the cause of it.
