大连海事大学 毕 业 论 文 二○一一年四月 关于东北经济区 粮食物流体系建设的研究与思考 专业班级： 物流管理 姓 名： 张腾龙 指导教师： 冯茹梅 继续教育学院 摘 要 粮食安全问题不仅是一个重要的经济问题，更是一个重要的政治问题，尤其对我们这样一个13亿人口的大国而言，粮食安全尤为重要。要全面建设小康社会，稳定协调可持续发展，必须以积极务实的对策解决好粮食安全问题。长期以来,我国政府力求保证粮食总量供求平衡,积极促进粮食的生产与流通,经过多年的努力,我们实现了粮食供求总量的基本平衡,但也出现了农民增产不增收,粮食企业亏损严重,粮食产区财政负担过重,国家财政补贴也不堪重负等一系列问题,可以说,粮食物流体系不完善是造成各种原因的主要后果。 东北地区是我国重要的商品粮和农牧业生产基地，也是农业资源禀赋最好、粮食增产潜力最大的地区。十一五以来东北在加速老工业基地振兴中，进一步强化农业基础地位，努力建设全国大粮仓，粮食生产能力不断攀上新台阶，为保障全国粮食安全和农副产品价格稳定发挥重要支撑作用。但是，东北地区农业基础设施和科技支撑能力仍然薄弱，农业生产效率效益依然不高，农业资源可持续利用也面临一系列挑战。解决、粮食构建一体化东北粮食物流系统就成为了本文的根本出发点Food security is not only an important economic issue but also an important political issue, especially for us such a big country with 1.3 billion people, the food security particularly important. Northeast China is an important base of grain and agricultural production, but also the best agricultural resource endowment, the largest regional food production potential.Since the Eleventh Five-northeast old industrial bases in accelerating, the further strengthening agriculture as the foundation to build a nationwide grain silos, grain production capabilities continue to climb to a new level, to protect national food security and agric
