洞庭湖生物多样性状况Biodiversity in Dongting Lake 维护长江流域的生态安全 Secure Eco-safety of Yangtze River basin 维护洞庭湖区域的经济安全Maintain Economic Safety of Dongting Lake Basin 人口1008万The population of Dongting Lake region totals some 10.08 million 粮田1000万亩grain and cotton fields 10 million mu 粮食、油料和棉花等产量分别占全省的35%、50%和86% The yields of grain, oils and cotton account for 35%, 50% and 86% of the provincial total 国民生产总产值约占全省的30% and GDP 30% 在全省经济和社会发展中起着举足轻重的作用 It holds the balance of social and economic development of Hunan Province 项目启动Kick-off of the project 2005年6月，洞庭湖生物多样性管理项目正式启动。 the kick-off meeting of the Sino-Norway Dongting Lake Area Biodiversity Conservation and Management Project was jointly held in Changsha on June, 2005 中挪双方一致希望通过该项目的合作，增进两国间的交流，提高洞庭湖生物多样性管理水平。 The two sides of Sino-Norway hope to promote mutual exchanges through the cooperation of this project and enhance management level of biodiversity in Dongting Lake. 项目目标Project Design 目的是通过加强部门职责和横向合作，推动洞庭湖地区生物多样性保护和管理。 Purpose: To promote the biodiversity conservation and management in the Dongting Lake Area through strengthening the responsibilities of departments and the horizontal cooperation. 目标是加强洞庭湖生态功能区的部门职能，促进横向合作。 Objective: To strengthen the department functions in the Dongting Lake Ecological Function Area and promote horizontal cooperation. 项目组织Project organization 湖南省高度重视中挪项目的实施。 Hunan province attached great importance to Sino-Norway project 项目由省环保厅牵头，省农业厅、林业厅、水利厅、商务厅参与。 The project is led by Provincial Environmental Protection Department, participated by provincial Agriculture Department, Forestry Department ，Water resources Department and Commerce Department. 成立了项目实施领导小组，由各部门分管的厅长担任领导小组成员，省环保厅成立了项目秘书处，配备了3名工作人员，负责项目的日常管理工作。 It established project leading group, departments’ directors should be member of leading group, and provincial Environmental Protection Department set up secretariat with 3 staff, which was responsible for daily management of the project. 参与项目的各厅局也确定了1名工作人员，在项目秘书处的指导
