建设工程造价信息的管理和应用研究.pdf

摘 要 我国已经开始推行工程量清单计价制度，工程价格从政府指令性价格逐渐向市场定 价转化。在工程造价管理改革不断深化的过程中，工程造价信息在工程建设中的作用也 日趋明显。无论是工程造价的政府主管部门还是工程承发包者，都需要通过获取工程造 价信息来了解工程建设市场动态，预测工程造价的发展趋势。然而由于种种原因，我国 工程造价信息的收集、管理和应用还存在着许多不足之处，不能满足当前国内建筑行业 快速发展的需要。 本文从工程造价信息的基本概念和特点入手，在介绍了美国、日本、英国及香港的 工程造价信息管理和应用情况之后，具体分析了我国工程造价信息管理和应用现状和存 在的问题。通过学习和借鉴国外相对成熟的一些做法，文章重点研究了原有定额的分析 和再利用、投资估算指标和工程造价指数的编制、工程造价信息的收集和处理等问题， 并且提供了相应的实例。另外文章还涉及到工程造价信息网的建设和维护、工程造价信 息数据库及管理信息系统等方面的内容。根据我国工程造价信息管理和应用的实际情 况，文章最后对其以后的改革和发展提出了一些可供参考的思路及相应的政策建议，希 望对工程造价的政府主管部门和行业协会能具有一定的借鉴意义。 关键词:工程造价信息、投资估算指标、造价指数、工程量清单 Abstrad withtheimplementationofBOQ valuationsystem inChina,whatdeterminesthe constructioncostischanginggraduallyrfomgovernmentsinstructiontomarket.Duringthe reformsinconstructioncostmanagement,theeffectofcostdataisbecominggreater.For boththedepartmentinchargeandcontractors,itisnecessarytoknowconstructionmarket activitiesandforecastthetrendofconstructioncostbyacquiringcostdata.Butbecauseof variousreasons,therearequiteafewproblemsincollection,managementandapplicationof costdata,whichcantmeettherapidlyincreasingrequirementsofconstructionindustryin China. Thispaperstartsrfomthebasicconceptandcharacteristicsofcostdata,introducesthe situationofcostdatamanagementinAmerica,Japan,BritishandHongKong,andthen analyzestheexistentproblemsinmanagementandapplicationofcostdatainChina.By usingsomeadvancedforeignexperienceforreference,thispaperfocusesonseveral problemssuchasanalyzingandreusingthenormandstandard,compilingtheestimate criteriaandthecostindex,collectingandprocessingthecostdata,etc,andprovidesrelevant examples.Inaddition,thispaperalsoconcernssomecontentsreferringtowebsite,database andMIS(ManagementInformationSystem)forconstructioncostdata.Consideringthefact ofmanagementandapplicationofcostdatainChina,ideasforreferenceandsuggestionsfor policyarefinallyproposedforitslaterreformanddevelopment.
