中越贸易问题与对策研究 摘 要 中国与越南在 1991 年恢复正常外交关系以来，两国的经贸合作日益频繁，双 边贸易额在近 12 年间，增长了 100 倍。然而，在现阶段，仍有很多问题制约着两 国向更高层次的贸易友好合作与发展。其中，边境贸易所存在的问题尤为突出。边 贸在中越贸易中占据着重要的地位，其贸易额占了中越贸易总额的50%以上。在边 境贸易中，中方，越方都存在着诸多的问题。这些问题如不能引起两国政府和有关 部门的重视，就会使得双方边贸往来仅仅停滞在小额贸易的初级产品进出口阶段， 从而不能够很好的发挥作为两国及第三国的人员和货物通商“门户”的重要作用。 本文针对这一情况，以及两国进出口贸易往来中所存在的其他问题，逐一进行了分 析与研究，并进一步探讨了解决问题的相关对策，从而期望这些问题的一一解决能 够使中越经贸合作在新世纪登上一个新的台阶。 关键词：中越，贸易，问题，对策 I 中越贸易问题与对策研究 Abstract After China and Vietnam recovered the normally diplomatic relationship in 1991,the cooperation of business and economy between the two countries have become more and more close and frequent. During the development of almost twelve years, the volume of trade have increased 100 times than that of 1991.However, nowadays, there are still a lot of problems which are hampering the friendly cooperation of trade between China and Vietnam to the advanced stage. Especially, the problems from border trade are serious. Border trade plays an important role in the economical cooperation of the two countries, and the volume of border trade occupy nearly 50% of the total amount of trade. In border trade, both of China and Vietnam exist many problems. If the governments and concerned administrations of the two countries cannot pay enough attention to these problems, border trade will sustain at the initial import and export stage of primary goods, and the border areas cannot become the bridge of trade among China, Vietnam and the other countries. So, confronting this situation, and other problems existed in the import and export trade of the two countries, this thesis analyze and point out some measures to solve them. We ho
