流域水环境保护总体规划的一般模式研究.pdf

摘 要 伴随着社会经济的快速增长，流域性生态退化和环境污染问题日益突出， 成为流域社会经济可持续发展的重大挑战。本文在分析现有流域水环境规划存 在的问题的基础上，提出流域水环境总体规划的概念，指出了流域水环境总体 规划的必要性和可行性，进而分析了流域水环境总体规划的框架，对总体规划 的规划时间、范围、对象、内容、程序、地位和作用都做出了具体的阐述，并 指明了其在整个规划系统中的位置和功能，与现存的城市总体规划和土地利用 总体规划和其他相关的水环境规划之间的区别和联系。最后，本文研究了流域 水环境保护总体规划的一般模式，包括问题界定，干系人确认，目标确定，行 动清单筛选，实施规划制定，实施控制和评估六个部分，并以淮河流域为例， 分析现行的淮河流域水环境总体规划的不足，指出建立淮河流域水环境保护总 体规划的必然趋势。 关键词:流域；总体规划；一般模式；淮河 1 Abstract Along with the rapid socio-economic growth, ecological degradation and environmental pollution in drainage areas have increasingly become one of the major challenges for sustainable socio-economic development. Based on the analysis of problems of existing drainage area planning, the article points out the concept of the Master Water Protection Planning of Drainage Areas, and proves its necessity and feasibility. Hence the article makes the framework of the Master Water Protection Planning of Drainage Areas, including its planning time, area, target, content, procedures, status and role in the whole planning system, and the differences and relationship with the existing master city planning, master land usage planning and other water-related environmental planning. Finally, the article studies on general mode of the overall plan the Master Water Protection Planning of Drainage Areas, which has six parts of the definition of the problems, the related departments, objective identification, screening list of actions, implementation of plans and evaluation. It also takes the Huaihe River Valley as an example, the analysis of the existing Huaihe River Basin water environment shows the lack of the Master Water Protection Planning, and the Master Water Protection Planning of the Huaihe River Basin is an inevitable trend.
