美国、加拿大档案利用政策分析.pdf

论文摘要 2005年，国家档案局就出台了《国家档案局中央档案馆关于加强档案信息 资源开发利用工作的意见》，其着重提出了档案信息资源的开发利用工作所涉及 的各个方面、要求等。到2006年，党和国家相关领导人制定了“档案事业‘十 一五’规划”后，明确规定了我国的档案事业在今后的相当长一段时间内其工 作重点是：以档案信息化，档案资源开发、利用为主；加快档案信息化建设步 伐。 这些文件的公布，要求我国档案事业的发展要跨向一个新的台阶：此时此 刻的档案事业的工作重心不仅仅是充当党和国家历史的保存者和维护者，而且 还应该积极成为社会公众的服务者，要让档案信息资源在当今信息资源开发、 利用占主流地位的社会中发挥其应有的作用。 与我国的档案事业发展历程相比较，美国的档案事业起步就显的比较晚。 美国从1789年建立至今只有有200多年历史，但是由于其经济实力的雄厚，联 邦政府对文化和遗产的重视和保护，美国公民对自身权利实现的重视，使得美 国的档案事业得以迅速发展，成为国际上档案事业发展水平最高的国家之一。 同样隶属于北美国家的——加拿大，其国家历史也比较短，但是凭借信息 技术的快速发展和联邦政府对信息、技术等的高度重视，对于国家档案馆地位 的重新的审视，对于档案信息资源的重视，使其档案利用事业也得到了迅速发 展。 借此，笔者希望通过介绍、对比北美两国（着重于美国与加拿大）“档案利 用政策”的制定主体、发展历程、政策体系、政策内容等，总结出两国政策的 优势所在，再介绍我国的档案利用政策的现状和不足，从而总结出对我国具有 借鉴意义的档案利用条款。 关键词：信息政策；档案利用政策；美国；加拿大   1 Abstract In 2005,National Archives had introduced “the suggestions relating to enhance archives information resource development and utilization”.It highlights archives information resources development and utilization of work, requirements, etc. In 2006, the party and leaders made the relevant planning,clearly prescribed for quite a long period of time,our archives work focuses on the development and utilization of files and records information.
