青海省住房保障制度研究 摘 要 住房保障制度是社会保障制度的重要组成部分，它在政府解决由住房引起 的社会问题的过程中得以形成。建立住房保障制度既是住房作为商品自身特性 的必然要求，同时又是解决相关社会政治问题，增进社会和谐，维护社会安定， 促进社会经济健康稳定发展的重要手段。 相比其他国家和地区，青海省住房保障工作才刚刚起步，还处在摸索阶段， 住房保障体系尚不完善。如何健全和完善住房保障体系已经成为青海省急需解 决的社会问题。本文从住房保障相关理论入手，阐述了青海省住房保障现状以 及自身特点，同时分析指出青海省住房保障制度存在的问题。并通过对香港、 日本、新加坡、美国等国家和地区住房保障制度的进行分析和研究，总结国内 外其它地区住房保障的成功经验和启示，对于青海省住房保障体系的完善具有 重要的参考和借鉴价值。 最后，从住房保障的目标原则、政策体系、运行机制、融资模式等各个环 节入手，提出了改进青海省住房保障制度的初步设想。 [关键词] 青海；中低收入家庭；住房保障； 2 青海省住房保障制度研究 Abstract Housing guarantee is an important component of the social guarantee system. It is formed in the process of the government solved the social problems caused by the housing. The Establishment of the housing guarantee system is not only the request by the housing commodity itself but also is the crucial means to solve the related social political problems, to enhance the social Harmonious, to maintain the social stability and to promote the development of the social-economics. Compared with other countries and regions，Qinghai Province housing guarantee work has only just started and is still in the exploratory stage. The housing guarantee system is not consummate.
