How to deal with the old-age pension has become an important problem to local government at all levels. Community-based services for old-age solve the material dependent , life care, health care and the spirit of consolation and so on, so it is the best way to be worthy of further development and promotion .However, in respect of the current development situations, the community has not only lagged behind the development of pension services, but also has many problems.Their development does not meet the demands of society. In this article,using the methods of non-participatory observation and in-depth interviews, researching through the community service work about old-age in MaZhuang in Dezhou and exploring the status of and the plight of the old-age models community puts forward the countermeasures and suggestions in order to ensure the main functions of the government about the community services sector pension, improves the system and mechanisms, establishes a comprehensive legislation and policies, and implements project management to improve efficiency and effectiveness. Hope to be able to promote the old-age community development,the majority of the old could be more robust, gets perfertly care and services and has a peaceful and secure life. key words: Community Endowment ; states; Countermeasures  一、导 言 （一）研究背景 社区服务是改革开放以来在中国出现的一种新型的服务事业，这一服务主要在我国一些城市展开故称为城市社区服务。随着我国有计划经济向市场经济的转型，我国社区服务由政府及事业单位统筹管理的社会服务开始逐渐社会化与民间化，特别是在1993年8月，有民政部，国家计委等14个部委发布了《关于加快社区服务的意见》之后，社区服务在社区建设中的作用越来越突出，尤其是在一些大中型城市，社区服务的进入为社区内提供
