摘 要 农业保险是一种有效的政策工具，是支持农业发展和和提高农民生产生活条件 不可或缺的手段。农业保险特有的准公共物品属性和农业保险市场上存在的市场失 灵，决定了代表社会公共利益的政府应当给予农业保险必要的政策扶持和财政支持。 从2007 年开始，财政部开展了中央财政农业保险保费补贴试点工作，从保费补贴入 手，积极发挥财政补贴资金“四两拨千斤”的作用，在推动农业保险发展方面取得 了很大成效。内蒙古自治区作为首批保费补贴试点地区，六年来，农业保险取得了 快速的发展，对提高内蒙古农业抵御自然灾害能力、保障农牧民生产生活的稳定等 方面做出了重要贡献。所以，从客观上讲，无论是政府、农民还是保险公司都希望 农业保险能够可持续发展。因此，本文选取财政保费补贴下的内蒙古农业保险可持 续发展为研究视角，以保费补贴政策下的政府行为和保费补贴政策对农户购买农业 保险行为的作用为主要研究内容来判断现行的内蒙古农业保险补贴政策是否能够为 为农业增效、农民增收、农村发展提供持续有效保障。基于此，就如何完善内蒙古 现行的保费补贴政策以促进内蒙古农业保险可持续发展提出相应的对策建议。 关键词：农业保险；保费补贴政策；内蒙古；可持续发展 A Research of the Sustainable Development of Inner Mongolian Finacial Subsdized Agricultural Insurance Abstract Agricultural insurance is an effective political tool to support agricultural development and improve the living conditions of farmers. The market failure that exists in the nature of quasi-public goods peculiar to the agriculture insurance determines that the government, should give necessary political support and financial support to the agricultural insurance. In the year of 2007, the Ministry of Finance carried out the pilot work of the central finance agricultural insurance premium subsidies which act ively playing the role of financial subsidies to skillfully deflected the question.
