传播学视野下的网络民主研究 The Study Of Network Democracy Under Communication Perspective 摘 要 随着现代科技的不断进步，电脑的普及网络越来越成为人们日常生活中不可缺少的工具。而以即时、互动为特点的网络传播方式，更为公众表达民意、参与经济社会及政治生活，提供了一个方便快捷的舆论平台。党的十七大明确提出要“要健全民主制度，丰富民主形式，拓宽民主渠道，依法实行民主选举、民主决策、民主管理、民主监督，保障人民的知情权、表达权、参与权、监督权”互联网络的出现提高了公民政治参与的能力，使公民的话语权力得到了很大提升。人们对网络时代的民主给予了很高的期望，政治学家们普遍乐观地认为互联网络会极大地提高政治民主化的程度。特别是随着网络参与人数的大众化、讨论话题的多样性、交流方式的简捷化、传递信息的快速化、网民身份的隐蔽性、抒发感想的直接性等诸多特点的日益显现，“网络民主”对社会正日益发挥着强大的影响力中国互联网越来越凸现其表达民意和制造舆论的优势，许多网民通过网络新闻的时评、论坛、社区等方式相互交流观点，在网上形成强有力的舆论空间，受到政府和社会的强烈关注。Abstract With the advances in modern technology and the popularization of computers, networks have increasingly become indispensable to daily life tool.
