中文摘要 随着经济的快速发展，信用卡已经成为当今使用范围最为广泛的支付工具，同时也使得各类信用卡犯罪愈演愈烈。面对信用卡犯罪的日益猖獗，必然要加大打击力度。实践的需要推动窃取、收买、非法提供信用卡信息犯罪案件的探讨和研究，而当前我国理论界对窃取、收买、非法提供信用卡信息犯罪的资料却少之又少，这就形成理论与实践的矛盾。 为了顺应理论界关于窃取、收买、非法提供信用卡信息犯罪侦查对策理论研究较少，而公安实践部门却急需理论支持的发展趋势，迫切需要分析窃取、收买、非法提供信用卡信息罪的相关理论，研究窃取、收买、非法提供信用卡信息犯罪的侦查对策和防范对策。本文主要从以下几个方面对窃取、收买、非法提供信用卡信息犯罪问题进行了系统的研究： 首先介绍了窃取、收买、非法提供信用卡信息罪的概念、构成特征、主要手段、特点以及发展趋势；其次从指导思想、寻找线索、侦查途径及后果四个个方面提出了窃取、收买、非法提供信用卡信息犯罪的侦查对策；最后从加强宣传教育、行业部门自律、完善防控体系和加大打击力度四个方面来阐述窃取、收买、非法提供信用卡信息犯罪的防范对策，并添加了一个具体的案例。 关键词： 盗取 收买 提供信用卡信息 侦查 对策  ABSTRACT With the rapid economic development, the use of credit cards has become the widest range of payment instruments, makes all kinds of the credit cards crime increasing. Facing rampant credit card crime, it must step up the crackdown. The practice promotes the cases and research of stealing, buying and illegally providing credit card information crime, and theoretical information of stealing, buying and illegally providing credit card crime are few, which forms a contradiction between theory and practice.
