In addition, the governmental subsidies are still in a low level and the mechanism for governmental subsidies and subsidies form communities needs more improvement. In rural areas, for the elders aged above sixty, the ways to receive the basic pension and some other matching policies and systems for social insurance of the aged are to be solved. Its proposed that unified social insurance system in cities and rural areas be established and that unified new-pattern social insurance for the aged be connected with the social insurance system for other multitude in the society.
