While this model incorporates parts of the rational approach, it emphasizes on encouraging the generation of new ideas.① There are 6 stages in this model: Stage 1: Recognition 　　When a problem or a decision situation exists, an effective approach is to simply write out the facts in narrative form. It includes a description of the present situation, as well as when and where pertinent events occurred or will occur.② Stage 2: Fact Finding 　　After having described the decision situation in written form, the decision maker can systematically gather additional information concerning the current state of affairs. ③ Questions asked in this stage usually begin with who, what, where, when, how many, how much, or similar words. The intent of the fact-finding stage is to organize availabl
