The mai n reasons, it produced in large scale i n China, are analyzed. T he technology and economic factors, being slow in understanding and delaying in action, and i mperfection in administration are dominant among t hem. In order to avoid / treatment after pollution0 in fut ure, the way s to deal wit h above situations are put f orward. It is stressed that the technologies beneficial to environment should be de- veloped beginning wit h indust ries product ion. The technologies of poll utant control should be integrat ed i n the production processes.
