their first employment nd reemployment . With colleges nd universities exp nding , the number of gr du te is
incre sing r pidly. Gr du tes flow unevenly in their first employment . Most of them flow to the co st l re s
nd big cities. When they w nt to ch nge jobs, the flo ting cost is high nd the mobility is very difficult. Con-
versely, this ffects their first employment decisions. In order to ch nge the condition th t t lent is surplus rel-
tively in co st l re s nd big cities but l ck in Western Chin nd rur l re s, we should reform the system th t
