A project designed to implement intensive procurement plan 论 文 摘 要 国家体育总局体育器材装备中心是国家体育总局的部门集中采购机构,承担国家体育各支国家队及直属训练基地的采购工作。本论文作者为集中采购部门的项目主管具体负责该项工作。该工作包括22个项目中心及5个直属训练基地，因运动项目特点不同，需求不同，很难在工作中实现集中、批量采购，实现集约化采购。通过将所有项目中心的采购需求全部集中在一起，对各项目中相同、相近需求的类别合并打包采购，从而实现批量化、规模化、集约化采购。 作者在实际工作中运用管理学及项目管理的相关知识，将多个项目中心的采购计划相同相近类别进行了合并、打包采购，通过项目的调研、计划、组织、实施，分析，总结。通过集约化采购，降低了采购执行成本，提高了政府采购资金的使用效益，增强了采购的竞争性，符合政府采购的政策导向，更好地实现了政府采购工作的公开透明、公平竞争、公正、诚实信用的基本原则。 作者通过项目设计、执行、分析、总结，运用项目管理的相关知识在实践中提高了采购工作执行效率，增长了专业产品知识. 关键词：采购，政府采购，采购成本，集约化采购 Abstract Equipment Center of General Administration of Sport is government procurement division of General Administration of Sport that is responsible for making purchases for each national team and training bases directly subordinate to General Administration of Sport. The author, as a supervisor of centralized purchasing department, is in charge of the purchasing work including 22 project centers and 5 training bases directly subordinate to government. Due to different specialty of sports activities, there are different needs for athlete, it is hard to realize intensive purchasing in manner of centralizing and batching. Intensive procurement is to put the purchasing requisition of project centers all together, then make the same or similar items combining, and packing, thereby to realize lot sizing and intensification. The purpose of establishing centralized purchasing department is to realize intensification of procurement, thus reduce the cost of purchasing, and purchase commodity with low price and high quality, to make the government procurement greater transparency, fair competition, justice and good faith. It is significant for the author by doing the project, because she gets a chance to apply the knowledge of project management she learned in college to practical work through investigating, planning, organizing, analyzing and summarizing the projects, which improved author’s work efficiency, and increased professional knowledge as well.
