Extensions of Indoor Walkways into the Public Domain - A
Partnership Experiment

ABSTRACT
Downtown areas in large cities can reach such a high density of activities and user flows that the
planning of pedestrian infrastructures raises major pr oblems. Accordingly, in order for the walkways
between public transportation and final destinations to be as efficient and safe as possible, alternate
passages have been built as connected segments be tween private properties. Over time, these have
become indoor pedestrian networks, some of them mostly underground, and today RÉSO in Montréal
and PATH in Toronto are seen by many as unique assets for the future of their respective downtown
areas. This presentation aims at a preliminary assessment of the partnership that has been
experienced between the property owners and also between the private sector and the municipal
authorities in extending indoor walkways into the public domain. Emphasis is put on the various ways
the cost involved has been allocated between all concerned private parties and on the rationale for
public financial support, when it applied.
1. INTRODUCTION
According to the Observatoire de la ville intérieure 1, an indoor city is a set of mostly high-rise
buildings which belong to distinct property owners and meet a diversity of functions, namely public
transportation, shopping, office work and leisure activities, and are connected by interior walkways
where the utilization of segments within the public domain, under or above the streets, is settled by an
