摘 要 全球航运业正在经历一个新的变革，其重心正在向东亚，尤其是向中国转移。在中国，对外贸易的迅速增长不仅带动了本国航运业的发展，也拉动了国际航运市场，许多国家把中国作为新兴的目标市场，纷纷加大在中国的投资力度，有效的扩大了航运产业的发展，给我国航运业的发展带来良好的发展契机。但航运业本身在国有经济布局和结构上还存在很多问题，伴随着市场形态的变化而进行了剧烈变化，我国航运业竞争环境发生了很大变化，随着我国国民经济和对外贸易的快速发展，我国航运业的竞争力也大大提高。 本文从产业竞争力的角度进行分析，首先分析了现代航运业的内涵和外延，对现代航运产业竞争力进行了概念界定，然后建立了比较完整的评价体系，从经济区位和自然条件，港口条件，集疏运体系，港口运营规模，海上运输营运规模、现代高端服务业、口岸环境、政策环境等方面构建了一套比较完善的现代航运业竞争力评价指标体系，以此作为评价航运业竞争力强弱的依据。本文采用AHP和熵值法对各指标进行组合赋权，运用模糊综合评判与灰色综合评价方法的集成对现代航运竞争力进行综合评价。 最后通过实证分析，对选取典型城市的现代航运产业竞争力进行评价，得出它们的竞争力强弱的比较和排序。通过比较分析，可以清楚的看出青岛具有一定的竞争力，但竞争优势并不明显，航运结构有待于调整，装备设置有待于改善，服务质量有待于提高，并归纳进一步提升我国航运业竞争力的相关建议和措施。 关键词：航运业，竞争力，组合评价，灰色模糊 ABSTRACT Global shipping industry is undergoing a new change, the focus is moving to East Asia, especially China. In China, the rapid growth of foreign trade not only stimulates the development of national shipping industry, but also drives the international shipping market, many countries regard China as an emerging target market, most of them increase investment in China. It expands the development of shipping industry effectively and brings good opportunity to shipping industry of China. But there are still many problems in distribution and structure of shipping industry and there are dramatic changes following the change of the market form, including the competitive environment. Following the rapid development of our national economy and foreign trade, the competitiveness of Chinas shipping industry has also greatly improved.
