“十二五”时期中国环保投入模式研究 陈德敏 乔兴旺 （重庆大学，重庆，400030） 摘 要：环保投入模式是指环境保护投融资的标准形式或标准样式。根据环保投融资主体在一个国家或地区环保投融资中所处地位及其利益取向和行为方式，环保投入模式分为政府主导型、市场自主型、引导激励型三种类型。引导激励型环保投入模式是中国当前及未来若干年环保投入模式的目标取向。在“十二五”时期，中国应采取如下措施完善引导激励型环保投入模式：一是进一步明确引导激励型环保投入模式目标框架；二是科学合理地划分各环保投入主体环境保护事权；三是健全政府环境公共财政投入体系；四是引导激励非政府主体参与环保投资；五是健全政府环保投融资监管机制；六是加强环境保护宣传教育。 关键词：环保投入模式；引导激励型；完善对策 Chinese Environmental Protection Investment Mode during Period of the Twelfth Five-Years Plan Chen Demin Qiao Xingwang (Chongqing University, Chongqing, 400030) Abstract: Environmental protection investment modes means standard forms or patterns of environmental protection financing and investment. According to the position, benefit and behavior of the subjects of environmental protection financing and investment in the environmental protection financing and investment of a country or an area, environmental protection investment modes are divided into three types, i.e government-leading, market-active and guidance-encouragement. The guidance-encouragement environmental protection investment mode is the target of Chinese environmental protection investment mode at present and in the future several years. During Period of the Twelfth Five-Years Plan, Chinese should adopt the following measurements to improve the guidance-encouragement environmental protection investment mode: 1) Further clearly define the target framework of the guidance-encouragement environmental protection investment mode; 2) Scientifically and reasonably set environmental protection business power of all subjects of environmental protection; 3) Improve the system of environmental public financial investment; 4) Guide and encourage non-governmental subjects to participate in environmental protection investment; 5)Improve the governmental regulation mechanism of environmental protection financing and investment; 6)Strengthen environmental protection publicity and education.
