It has been an inevitable requirement for the government to strengthen social management and public service functions, promote urban and rural and regional coordinated development to realize basic Public service equalization. The research in this paper uses the status and reason of public investment in regional differences as focus to analyze. Enclose public input area equalization as the objective. Mainly use the quantitative analysis of empirical research methods, select health, education, social security, culture and entertainment, communications and infrastructure as six indicators. Use SPSS software clustering to analyze on regional differences of public investments present situation. Discovering the government administrative duty barrier on public investment, the impact of the financial system, the asymmetric between intergovernmental business powers and financial configuration, imperfect of transfer payment system have a significant impact on regional differences of public input. This article combines specification to analyze and discuss the way to improve the public investment in regional differences. Put forward using the principle of promoting the area equalization on public input, clear the financial distribution relations between central and local, complete the public financial system mainly about shifting payment system, sound the monitoring and
