毕业设计(论 文) GRADUATE DESIGN (THESIS) 设计（论文）题目 我国服务型政府建设研究 学 生 王彤妹 学习中心 奥鹏远程教育中心 专 业 行政管理 指导教师 耿国阶 二〇一六年二月二十五日 摘要 我国目前正处于改革进一步深入的关键时期，社会主义市场经济的发展要求转变政府职能，立起一个灵活、搞笑、廉洁的政府，形成新的公共管理模式，即具有我国特色的服务型政府的建设。 现阶段正在进行的行政体质改革以及新一轮的政府机构改革目标也正在于此，如何从自身角度出发，调整体质机构，转变政府职能以适应当前我国国情发展的新环境，从而能够更加有力的促进经济社会稳定、健康可持续的发展，以成为万众瞩目的焦点。 2004年2月21日，前国务院总理温家宝提出“建设服务型政府”成为现阶段行政体制改革的目标，同时中共十六届三中全会也做出《中共中央关于完善社会主义市场经济体制若干问题的决定》明确提出“切实把政府管理职能转到主要为市场主体服务和创造良好发展环境上来。 但是，目前来说，我国在服务型政府建设的过程中还存在一些问题，因此，必须加快我国服务型政府的建设，提高政府服务水平，使政府与经济、社会全面协调发展，为全面建设小康社会提供可靠保证，本文按照：为什么要建设服务型政府、我国服务型政府建设的怎么样、如何进一步建设服务型政府等的思路展开，系统研究并回答了上述问题。 本文研究的主要内容包括： 一、服务型政府的内涵； 二、我国服务型政府建设过程中存在的主要问题； 三、当前形势下我国如何加快政府职能转变，建设服务型政府。 关键词：服务型政府、建设、问题。 Abstract China is now in a critical period of reform, the development of the socialist market economy requires the transformation of government functions, establish a flexible, funny, honest government, the formation of a new public management model, which has the characteristics of service oriented government building.
