Ningbo is one of the economic centers of Zhejiang Province. Though starting late in outsourcing services, it developed rapidly. As the development of global service outsourcing, they have chances and challenges. Industrial division of labor deepens, the flow of talent, diversified development trend, competitive pressures and others which urgent problems of service outsourcing in Ningbo to against. Seize the opportunity. when facing to challenges, we should increase the adjustment of industrial structure, increase investment, improve competitiveness, to turn the crisis into an opportunity. This paper mainly uses the SWOT to analysis Ningbos service outsourcing development , and then to put forward countermeasures and their feasibility analysis based on existing conditions, hope for service outsourcing in Ningbo talent training system, the core strengths of the construction, accelerate the transformation of management mode, high value-added products, develop new markets direction transformation and upgrading countermeasures.
