GENERAL Rock excavation under the Merowe Dam Project is carried out by using the open-cut blasting method with a huge construction quantity and a long construction period and，therefore, a safe and smooth blasting operation is the considerably important. For the purpose of ensuring a safety and smooth blasting operation, a special “SAFETY RULES OF BLASTING OPERATION FOR THE MEROWE DAM PROJECT” is specified as follows. The blasting operation must be performed in the principle of “SAFETY FIRST WHILE PRECAUTION EMPHASIZED”. The policy of “EVERYONE TAKES THE RESPONSIBILITY OF CONDUCTING A SAFE CONSTRUCTION” shall be strictly adhered to in accordance with the “RULES OF SAFETY BLASTING OPERATION FOR THE MEROWE DAM PROJECT”. Blasting operation safety is included in the quality safety guarantee system of the Project Management for an overall management and the Safety Environment Supervisory Dept under the Project Management is responsible for implementation, guidance, inspection and supervision of the “SAFETY RULES OF BLASTING OPERATION FOR THE MEROWE DAM PROJECT”. Blasting operation must be in compliance with the stipulations for explosives shipment, import, inland transport, storage and use as required by the laws and rules enforced by the Sudanese Government and international practice. All the personnel who are engaged in the blasting operation including those for escorting, carrying and watching must be trained and qualified for such operation. For the purpose of ensuring the blasting operation safety, the detailed rules are specified as follows: 2.
