辽阳市共青团参与社会治理问题研究 摘 要 改革开放以来，我国社会组织迅猛发展，在经济社会发展中发挥了重要作用。 1988 至 2013 年 25 年间，我国社会组织由 4446 个增长到的 54 万多个。在西方 发达国家，已经基本构建了“小政府、大社会”的治理格局。社会组织服务社会 治理已经成为西方社会治理体系的重要支柱，具有着较为成熟的经验。政府具有 有限权力，只保留安全、外交、经济等核心领域的政府职能。党的十八届三中全 会,中央从顶层设计上部署了整个社会治理体制的深化改，为社会组织的成长与 发挥作用提供了新的制度保障和广阔的发展空间。特别是《中共中央关于全面深 化改革若干重大问题的决定》（以下简称《决定》）提出，推进国家治理体系和 治理能力现代化，其中社会治理体系建设是一个极为重要的方面。这给共青团组 织参与社会治理提出了明确要求。新时期，共青团作为党的助手和后备军，共青 团组织应当适应全面深化改革的时代，创新工作理念、改进工作模式、完善机制 建设,团结带领青年社会组织和广大青年积极参与社会治理。 本文将以文献研究法、案例研究法、系统分析法等研究方法，运用社会治理 学、行政管理学和公共管理学等学科理论，认真梳理和系统总结共青团组织参与 社会治理的理论依据、必要性和可行性，并选取辽阳市共青团组织为案例，分析 共青团参与地方社会治理的运行机制和实践模式。以点带面，深入分析共青团参 与社会治理的切入点、工作方法、存在问题以及原因，并提出对策。研究不断深 化对共青团组织定位和社会职能的认识，大力推进参与社会治理，积极推动共青 团的学术研究，具有一定的参考和借鉴意义。 关键词：共青团，社会治理，参与 I Liaoyang City Communist Youth League to participate in the study on the problem of social governance Abstract Since the reform and opening up, the rapid development of Chinas social organizations, play an important role in the development of economy and society.
