At the same time , the first line officers who are active in rural development and costruction in rural grassroots organizations are using their rights in a wider range. The crimes, which exist in the new rural construction projects , land acquisition compensation and resettlement , the special benefits of agricultural funds management and other aspects related made by the officers in the rural grass-roots organizations are increasing year by year due to the incomplete system, weak supervision and higher quality of personnel and so on, which not only damages the legitimate rights and interests of farmers , but also affects the harmony and stability in rural areas , and how to curb the incidence of such crimes , becomes an important topic in front of us.
