人才论文：地方政府人才政策评价机制研究 【中文摘要】当今社会经济发展的第一资源是人才,社会和区域的竞争也是人才的竞争。我国十分重视人才在经济社会发展过程中国的重要作用,各省市自治区在党中央、国务院、各部委的人才政策指导下,从本区域实际出发,围绕人才引进、使用、流动、激励等方面,为提高人才竞争力和促进社会经济发展都相继推出了一系列的人才政策,并积极地进行了相关配套制度的完善,形成了切合实际的人才政策体系。对于人才政策而言,关键在于其内容是否合理,是否具有实际可操作性,那么对人才政策的评价就至关重要。一个完善的人才政策评价机制,一套系统严谨的人才政策评价指标体系,能够科学地评价人才政策的效果,发现人才政策在制定、执行过程中的问题,完善人才政策的制定,促进社会经济的全面协调可持续发展。我国各地方由于地理位置、社会经济环境、政策倾向等差异,地方政府致力于适合本地区发展的人才政策的制定,基于此,本文展开了对人才政策评价的相关论述。本文围绕人才政策的内涵、主要内容、所要达到的目标,结合国内外研究状况,通过建立评价指标体系对地方政府人才政策本身及人才政策的效果进行评价。具体来讲,分为五个部分。第一部分,绪论。介绍了本文的研究、意义以及国内外研究现状；第二部分,人才政策评价的相关理论概述。包括人才政策相关概念、评价的理论指导和发达国家人才政策的借鉴；第三部分,地方政府人才政策评价的现状及问题,主要介绍地方政府人才政策的主要内容、影响因素、现状和存在的一些列问题；第四部分,构建地方政府人才政策评价的指标体系。通过建立指标体系对人才政策本身及人才政策的产出效果进行评估；第五部分,在上述分析的基础上,提出完善地方政府人才政策评价的建议。 【英文摘要】Human resources is not only the first of today抯 society development,but but also is the talent competition of social and regional competition.China give the importment role to talent in the process of economic and society development.Under the guidance of the central government抯 personnal policy,local governments from the reality of the region,focus on tanlent introduction、use、mobility、motivation,etc,to enhance competitiveness and promote human social economic development have launched a series of personnel policy.
