As rapid economic growth, limited land resources can not meet the expanding needs of the economy and the marine economy could ease the population, resources, environment, highlight the contradictions, countries regard economic momentum shift 71% of the global total surface area of ??the ocean; the same time, Twelve Five Program outline to promote the development of marine economy strategy, proposed the construction of maritime power goals. Marine resources, environment and sustainable use of building a moderately prosperous society for achieving goals of great practical significance and far-reaching historical significance; present, the rapid development of the global marine economy, countries regard the development of marine economy in an important strategic location; in our country, increasing pressure on the marine bearing, to fully implement the scientific concept of development, co-ordinating the layout of the marine industry, marine industry structure adjustment, change the mode of development of marine economy and solve the environmental protection of marine resources development and ecological contradictions of our facing a major issue.
