At the beginning of the case study of Shanghai, the author has explained briefly why Shanghai was chosen as the critical case given its pre-reform institutional characteristics and post-reform housing market development. The title, abstract, literature review, research questions, conclusion, and bibliography are refined according to the new structure and contents of the paper. Some typos and grammar errors in the original article have been corrected. In particular, I argue that the rise of urban entrepreneurialism in earlier decentralization and market reform may have more path-dependent impacts on future reform of affordable housing regimes in China. By tracing and comparing affordable housing regime changes at central and local level between 1998 and 2013, this article illustrates the consistent limits of central governments in influencing local policy implementation, despite its control over t
