1. 目的Purpose 加强对进出公司人员的安全管理，及时掌握公司内人员动态，确保安全生产。The purpose of the Standard is to strengthen the safety management over personnel entering or exiting the Company and know the movement of personnel within the Company in a timely manner so as to ensure the safe production. 2. 适用范围Scope of Application 适用于所有进出公司的人员。Apply to all personnel who enter or exit the Company. 3. 术语或定义Terms or Definitions 无None 4. 职责Roles and Responsibilities 4.1 公司HSE部负责生产区大门及人员出入大门的管理；负责人员出入通行证的办理及办证前HSE教育，负责对进出人员的证件查验。HSE Department is responsible for access management, issuing the Exit-Entry Pass, providing HSE training prior to issuing the Pass and the examination / verification of the certifications of personnel at exit/entry. 5 工作程序或要求Working Procedures or Requirements 5.1 通行证的办理Application of Pass 5.1.1 通行证由HSE部统一办理，办证地点设在公司1号门守卫室，办证时间为每周一至周五上班时间。Pass shall be handled uniformly by HSE Department. Pass handling location is at the Security Room of Gate #1 and the service time is during the normal work time from Monday to Friday. 5.1.2 通行证分为：通行证、临时通行证、来宾证、来访证种。The Passes can be classified into four categories, i.e., Pass, Temporary Pass, VIP Pass，Visitor Pass and Shareholder Employee Pass. 通行证：仅发给公司员工，为纵向悬挂式胸卡，分别用中英文标有员工所在部门、姓名、职务和通告员工编号，以便识别。员工在职期间有效。Pass: this Pass is only issued to each employee of the Company. It is a neck-hanging style vertical badge with bilingual (Chinese/English) information of employee’s department, name, position and employee number for easy identification. The Pass is valid during the on-job period of an employee. 临时通行证：发给协议工、承包商员工、外来施工人员、外来培训人员，为横向悬挂式胸卡，按时间长短设定使用期限，过期自动失效。 Temporary Pass: this Pass is issued to each contractual employee, contractor staff, external construction personnel, and external training personnel. It is a neck-hanging style horizontal badge.
