1. 目的 Purpose 为持续提高生产区一般作业安全管理水平，防止事故发生，制定本。 To constantly improve the safety management level for the general work in the production area in order to prevent incidents. 2 适用范围 Scope of Application 适用于公司所属各单位，承包商及其作业人员。 Apply to all the units of the Company, contractors and their workers performing the work. 3 术语或定义 Terms or Definitions 3.1 生产区一般作业：指承包商或非属管业务团队人员进入生产区进行的除特种作业 破土、用火、受限空间、放射、高处、起重、临时用电 以外的施工作业，包括在生产区进行建筑施工、装置维修、设备防腐、管线保温、场地清理、厂区绿化保洁等各种作业。 General work in the production area: refers to the construction work, except the special one excavation, hot work, entry into confined space, radioactive operation, working at heights, lifting, and temporary electricity utilization , carried out in the production area, by the persons of the contractors or Business Teams not subordinate to the Company, including the various works conducted in the production area for construction, plant maintenance, corrosion prevention of equipments, pipeline insulation, site housing keeping, and greening and cleaning etc. 3.2 生产区：指厂区、油库区及码头、青兰山库区及码头、净化水站。 The Production Areas: refers to the plant area, tank farm and berth, Qinglanshan tank farm and berth, and water purification stations. 4. 职责 Roles and Responsibilities 4.1 HSE部负责对一般作业HSE安全措施落实情况和作业过程进行监督。 HSE Department is responsible for supervising the implementation of HSE safety measures and the operation process of the general work. 4.2 业务团队负责确定生产区一般作业安全防范措施，指定安全监护人。 The Business Teams are responsible for ensuring the implementation of safety protective measures and designating the safety guards for general work carried out in the production area. 4.3 承包商及其作业人员负责按要求落实一般作业安全措施，实施一般作业，保证作业过程安全。 Contractors and their works performing the work are responsible for implementing safety measures for general work according to the requirements, carrying out the general work and ensuring that the work is carried out safely. 5. 工作程序或要求 Work Procedures and Requirements 5.1 在生产区实施一般作业，必须办理《一般作业许可证》，持有《一般作业许可证》才允许作业。《一般作业许可
