1. 目的 Purpose 为确保公司范围内破土工程作业安全，制定本。 To ensure the safety of excavation work within the Company. 2 适用范围 Scope of Application 适用于公司所属各单位。 Apply to all departments of the Company. 3 术语或定义 Terms or Definitions 3.1 破土作业：地面开挖、掘进、钻孔、打桩、爆破等各种工程作业。 Excavation work: Refers to various operations for ground excavation, digging, drilling, piling and blasting. 3.2 施工单位：实施破土作业的单位。 Construction unit: Refers to the units engaged in excavation work. 3.3 一级承包商：破土作业工程项目的中标承包商。 Class I contractor: Refers to the contractor winning the contract for excavation work. 4 职责 Roles and Responsibilities 4.1 项目管理部门负责破土工程项目施工作业全过程的HSE监督管理。 Project Management Department shall be responsible for the HSE supervision and management in the entire process of the excavation construction work. 4.2 机械设备部负责埋地的电气电缆、自动控制电缆的技术交底和现场确认。 The Mechanical Department shall be responsible for the technical clarification and site confirmation of the buried electrical cables and automatic control cables. 4.3 技术与规划部负责埋地的通讯电缆、阴极保护电缆的技术交底和现场确认。 The Technical Planning Department shall be responsible for the technical clarification and site confirmation of the communication cables and cathodic protection cables buried. 4.4 生产部负责地下供排水管线、生产工艺埋地管道等的技术交底和现场确认。 The Process Department shall be responsible for the technical clarification and site confirmation of the underground water supply and drainage pipelines and the buried process pipelines. 4.5 HSE部负责组织现场确认，签发、审批《破土作业条件认单》。 HSE Department shall be responsible for organizing the site confirmation, signoff and approval of “Excavation Operation Condition Certification sheet”. 4.6 业务团队负责制定破土作业安全防范措施，落实作业现场的安全监护，办理《破土作业许可证》。 The BT shall be responsible for preparing the excavation safety prevention measures, implementing the safety supervision of site work, and applying for the “Excavation Work Permit”. 4.7 一级承包商负责作业人员的安全教育和破土作业过程的安全监督。 Class I Contractor shall be responsible for the safety education of the operators and the safety supervision of the excavation wo
