1 目的 Purpose 为持续改进高处作业审批工作程序，杜绝高处作业事故/事件的发生，保障作业人员生命安全，制定本规范。 This standard is developed to improve the approval procedure for working at heights, put and end to the incidents/accidents occurred during the works at heights, and ensure the personnel safety. 2 适用范围 Scope of Application 适用于公司所属各单位、外来施工单位和作业人员。 Apply to all departments of the Company, external construction units and their workers. 3 术语或定义 Terms or Definitions 3.1 高处作业：在坠落高度基准面2米以上(含2米)进行的作业。高处作业划分为四级： Works at heights: All works performed at the heights 2 meters (including 2 meters) above the reference level of the falling height. Works at heights can be classified into four classes: 作业高度 heights 分级 classes 2～5米(含2米)between 2~5 meters (including 2 meters) 一级 Level 1 5米以上～15米 above 5~15 meters 二级 Level 2 l5米以上～30米 above 15~30 meters 三级Level 330米以上 above 30 meters 特级Special Level 3.2 作业单位：实施高处作业的施工单位及其上级管理单位或一级承包商。 The operation unit: The construction unit and its superior management unit or Class 1 contractor that carries out the works at heights. 3.3 属管团队：高处作业所在业务团队或其它基层单位。 Responsible business team: The business teams or other units where the work at heights is performed. 4 职责 Roles and Responsibilities 4.1 HSE部负责监督高处作业的落实情况；审批特级高处作业许可证。 HSE Department is responsible for developing the Height Work Safety Management Standard and supervising the implementation of the standard, and approving the work permits for the special level works at heights. 4.2 业务团队负责高处作业安全措施，指定安全监护人；审批一、二、三级高处作业许可证。 The business teams are responsible for following the standard and ascertaining the safety measures for works at heights, designating the safety watch, and approving the permits for level 1, level 2 and level 3 works at heights. 4.3 作业单位负责实施高处作业，按要求落实高处作业安全措施，其一级承包商负责指定合格的安全监督人。 The operation unit is responsible for carrying out the works at heights, implementing the safety measures in accordance with the requirements. Its Class 1 contractor is responsible for designating eligible safety supervisors. 5 工
