1 目的Purpose 为了贯彻执行《危险化学品安全管理条例》，预防有毒有害气体中毒，开展应急救援工作，保护员工的人身安全和企业的财产安全，制定本管理标准。 To carry out “Hazardous Chemicals Safety Management Rules and Regulations”, prevent poisoning from toxic and hazardous gas, conduct emergency rescue work and protect safety of staff and property of enterprise. 2 适用范围Applicable scope 本标准对有害气体防护管理、救援以及事故等工作规定，适用于公司各部门及所有员工。 The standard defines the toxic and hazardous gas prevention management, emergency rescue incident investigation, which applies to all departments and employee of the Company. 3 术语或定义Terminologies or definitions 3.1 气防：有毒有害气体防护及应急救援。 Gas prevention: toxic and hazardous gas prevention and emergency rescue. 3.2 三级预防：指气防工作实行公司级、业务团队（或部门）级、班组级预防。4 职责Roles responsibilities 4.1 HSE部负责对全公司的有毒有害气体防护工作实施监督指导；制定气防应急救援方案，组织定期开展气防救援训练和演习；实施有毒有害气体中毒、泄漏的现场急救及应急处理；负责公司员工气防知识培训、开展宣传教育，提高员工气防安全意识及自救互救技能；负责建立公司气防设施、设备的配备台帐；统一组织气防设施、设备的周期检定工作。HSE department shall be responsible for supervising and giving instructions to the Company’s implementation of toxic and hazardous gas prevention work, developing gas prevention emergency response plan, organizing to conduct periodically gas prevention rescue practices and drills, implementation of site emergency rescue and emergency handling of toxic and hazardous gas poisoning and leaks, organizing the gas prevention training for staff and conducts publication to improve employee’s gas prevention safety awareness and self-rescue and mutual rescue skills, developing gas prevention facilities list, conducting testing of gas prevention facilities in periodic manner. 4.2 生产部属管业务团队负责对生产单元有毒有害气体分布的确认；编制有毒有害气体的分布图及工艺防护措施；负责气防设施、设备的配备申请；应急状态下人员的疏散及实施自救互救、生产运行方案HSE措施的编写及组织实施。 Process Department Business Team shall be responsible for identifying distribution of unit’s toxic and hazardous gas, developing the distribution and process protection measures for toxic and hazardous gas, provision of the gas prevention equipments, be responsible for organizing evacuate of staff and conduct self-rescue and mut
