1. 目的 Purpose 为改进受限空间作业的HSE管理，防止作业过程发生中毒、窒息、爆炸事故，保障作业人员生命和企业财产安全，制定本。 To improve the HSE management on the work in confined space, prevent the poisoning, suffocation and explosion incidents from happening during the process, and ensure the safety of the operating personnel’s lives and the property of the Company. 2. 适用范围 Scope of Application 适用于公司所属各单位，承包商及其作业人员pply to all the department of the Company, contractors and their workers. 3. 术语或定义 Terms or Definitions 3.1 受限空间：人员进出时有一定困难或受到限制；不是设计用作人员长时间停留的；通风状况较差，存在氧气含量不足，或者空气中存在有害物质。本特指加热炉、分馏塔、储罐、容器、槽车、油舱、水舱管道、烟道、排水涵洞、下水井等设备或设施。 Confined space: is the space with difficulty or being restricted for personnel to enter and exit; not designed for personnel to stay for a long time; with poor ventilation condition and insufficient oxygen content, or with hazardous substances in the air. The confined space in this standard is referred in particular to various equipments and facilities such as heating furnaces, fractionation towers, storage tanks, vessels, tank cars, oil cabins, water cabins and pipelines, stacks, drain pipes, discharge culverts and sewages, narrow pits/trenches where gasses may accumulate, temporary space that get enclosed for construction/maintenance work. 3.2 受限空间作业：人员进入或探入上述设备、设施内部的作业。 Confined space operation: is the operation that needs the personnel to enter or lean forward inside the interior of the above equipments or facilities.4. 职责 Roles and Responsibilities 4.1 HSE部负责。 HSE Department is responsible for implementation of this standard. 4.2 技术与规划部化验团队负责氧气、有毒有害气体、爆炸性气体的分析测试。 The laboratory team of Technical Planning Department is responsible for the a and testing of the oxygen, poisonous and hazardous gas, and explosive gas. 4.3 业务团队负责和制定受限空间作业安全措施，指定安全监护人，对作业过程进行监督检查。 The s are responsible for implementing this standard, developing the safety measures for the confined space operations, designating the safety attendants, and the supervision and inspection of the operation process. 4.4
