1 目的Objective 为规范工程项目承包商的HSE行为，持续改进和提高工程施工作业现场的HSE管理水平，确保工程项目施工安全，制定本。 The Standard is formulated to standardize HSE requirements of project contractors, continuously improve HSE management level on project construction site and ensure safety of the project construction. 2 适用范围Scope of application 适用于在联合石化生产区从事工程项目施工作业和劳务服务的所有承包商及其员工。一体化EPC承包商和新厂区工程项目承包商安全管理规范由联合石化IPMT另行规定。 The Standard is applicable to all contractors and their employees involved in project construction and labor services in FREP production area. The safety management standard for FREP EPC contractors and contractors for project are developed by FREP IPMT separately. 3 术语或定义Terms or definitions 3.1 工程项目：指新建、改建、扩建项目，大检修工程项目，月度检维修项目，日常检维修项目，紧急抢修项目，技术服务项目和其它工程施工作业项目。 Project: refers to new, revamp and expansion projects, turnaround project, monthly overhaul project, routine maintenance project, emergency repair project, technical service project and other construction projects. 3.2 一级承包商：直接与联合石化签订合同，从事技术服务、工程项目施工、劳务服务的承包商。 Class-I Contractor: refers to the contractor who directly enters into contract with FREP for undertaking technical services, project construction and labor services. 3.3 二级承包商：从一级承包商分包工程和劳务的承包商。 Class -II Contractor: refers to the contractor who undertakes the subcontracted works and services from the Class -I Contractor. 4 职责Roles and Responsibilities 4.1 HSE部负责制定工程项目承包商安全管理标准，审查联合石化工程项目一、二级承包商HSE资质，工程项目承包商HSE教育，签发《工程项目承包商HSE管理资质确认证书》。办理人员、车辆、机具入厂证。检查督促业务团队对施工作业过程的监管。 HSE Department is responsible for developing safety management standard for project contractors, reviewing HSE qualifications of FREP project Class-I and Class-II contractors, managing and conducting company-level HSE training to the employees of the contractors and issuing “Project Contractor HSE Management Qualification Confirmation Certificate” of the existing plant area.
