1 目的 Objective 本标准旨在规范公司员工、协议工、承包商以及访客的HSE教育培训工作，提高安全素质，减少职业伤害，防止各类事故发生。 This standard is established for standardizing HSE instruction and training of the company employees, contract workers, contractors and visitors, and improving their safety quality and reducing occupational injuries, as well as avoiding all types of incidents. 2 适用范围 Scope of application 本标准对公司员工、协议工、承包商、访客的HSE 教育以及班组安全学习等持续HSE 教育培训作出规定，适用于全体员工也适用于进入公司服务的协议工、承包商等人员。 This standard defines HSE training for employees, contractors and visitors that applies to all employees, also to all contractors and their workers, etc. 3 术语或定义 Terms or definitions 3.1 HSE资格教育：是指公司员工、协议工、承包商人员、外来实习培训人员等在上岗前必须接受的HSE知识与技能教育培训，包括三级HSE教育、特种作业人员的操作资质教育、公司主要负责人及HSE管理人员的管理资格教育。 HSE qualification education: means the education training concerning HSE knowledge and skills that must be received by employees, contract workers, contractors, trainees, and other personnel before taking up their posts, including three-level HSE education, operation qualification education for special operational personnel, management qualification education for the senior managements and HSE administrative personnel of the company. 3.2 持续HSE教育：是指公司员工、协议工、承包商人员、外来实习培训人员等在岗期间需参加的班组安全学习、交接班会、应急预案演练、其它HSE教育等。 Continuous HSE education: refers to the shift team safety study, toolbox meeting, emergency response drill plan, and other HSE education that must be participated in by the company employees, contract workers, contractors, external trainees, etc. during on-job period. 3.3 三级HSE教育：是指对新入厂、hree-level HSE education: refers to the HSE education of Company level, BT level and shift team level for newcomers. 3.4 资质教育: 指法律法规要求的从事相关管理和直接作业人员应当具备的资格教育。 Qualification education: refers to the qualification education required by the laws and regulations for the relevant management and workforce. 3.5 特种作业：指容易发生人员伤亡事故，对操作者本人、他人及周围设施的安全有重大危害的作业。包括：personal injury incident and may pose hazard to the operator himself/herself, others and the surrounding facilit
