《党的基层组织建设工作基本常识》讲课提纲 大家好！按照部里培训工作的安排，由我来讲一讲农村基层组织工作，下面将就基层组织建设的基本内容、党的基层组织生活、党员组织关系接转和党费收缴等四个方面和大家共同学习。 一，党的基层组织建设工作 （一）党建:即中国共产党的自身建设。指我们党为实现 所制定的奋斗目标，紧密围绕党的基本路线，不断加强党 的组织、思想和作风建设，努力提高党的凝聚力和战斗力， 把党建设成为领导全国人民不断取得革命和建设胜利的坚 强领导核心。?(二)党的基层组织的概念： 按照党章规定，党的基层组织是指在企业、农村、机关、学校、科研院所、街道社区、社会中介组织、人民解放军连队和其他基层单位设立的党的基层委员会、总支委员会、支部委员会，还包括经党代会选举产生的党的纪律检查委员会。　　党的基层组织的组织形式，根据工作需要和党员人数确定。在一般情况下，党员超过100人的基层单位，经上级党组织批准，可设立党的基层委员会，基层委员会下设若干总支委员会或支部委员会；党员超过50人的基层单位，经上级党组织批准，可设立党的总支委员会，总支委员会下设若干支部委员会；有正式党员3人以上、不足50人的基层单位，经上级党组织批准，可设立党的支部委员会；正式党员不足3人的，可与邻近单位的党员联合组成支部委员会。有的基层单位党员虽然不足100人或50人，但因特殊情况和工作需要，经上级党组织批准，也可以设立党的基层委员会或总支委员会。为完成某项临时性任务而成立的临时单位、临时机构、短期学习班等，经批准，可以设立党的临时委员会、总支委员会或支部委员会。临时党组织的书记、副书记和委员会委员由上级党组织指定。员交纳党费的基本要求党员交纳党费的计算基数 党员交纳党费的比例　 credit management: clear conditions and requirements for loan extension.
