公路工程质量监督规定 (征求意见稿) 目录 第一章 总则 第二章 质量监督内容 第三章 质量监督制度 第四章 质量监督机构 第五章 监督管理 第六章 罚则 第七章 附则 公路工程质量监督规定 第一章　总　则 　　第一条　为加强公路工程质量监督，保证工程质量，根据《中华人民共和国公路法》、《建设工程质量管理条例》，制定本规定。 第二条　在中华人民共和国境内从事公路工程建设，开展公路工程质量监督应遵守本规定。 本规定所称公路工程建设是指公路的新建、改建以及养护大修工程等活动。 第三条　公路工程质量监督是指交通主管部门及所属质量监督机构(以下简称“质监机构”)对执行工程质量的法律、法规和强制性标准情况监督检查维护公众利益的行政执法行为。第条　质监机构对质量保证体系监督检查。工程开工前，应按规定向质监机构办理工程质量监督手续；工程施工过程中，应主动接受质监机构对工程质量的监督检查；工程，应由质监机构对工程质量质监机构进行鉴定。第条　质监机构对设计单位承担设计工作的资格和质量保证体系监督检查。设计单位必须按资质等级及业务范围承担相应的勘设计（含优化设计）任务第十条　质监机构对资质质量保证体系监督检查施工单位必须按资质等级确定的业务范围承揽工程施工任务，。第十条　质监机构对监理单位质量控制体系及监理工作质量监督检查。 质监机构对检查。 第四十六条 本规定由国务院交通主管部门负责解释。 第四十七条　本规定自****年**月**日起施行。《公路工程质量监督暂行规定》（交公路发[1992]443号）同时废止。 stator.
