我国地方政府债务风险分析与研究 摘要：地方政府的融资行为一定程度上弥补了政府财政支出的不足，在促进经济增长和改善民生方面都起到了积极的作，但是过度的举债行为亦会让政府承担起较高的债务风险。随着信贷及地产市场的收紧最终将导致地方政府债务偿还能力减退，届时地方债务将转由中央政府负担或转化为银行坏账，这无疑会直接影响到社会的建设与发展。因此，我国地方政府的债务问题必须得到应有的重视。本文基于以上诸多问题，运用规范分析的手段对地方政府负债的风险问题进行了多角度的分析与研究，立足于目前我国地方政府负债的现实状况总结出了其问题的根源，并最终提出了一套行之有效的方案。 关键词：地方政府债务 债务风险 风险分析 Abstract: in order to effectively control and supervision of local government borrowing behavior, Chinas budget law and relevant laws and regulations aremade in accordance with the provisions of. Local government financing behavior to make up for the lack of government financial expenditure to a certain extent, in promoting economic growth and improving peoples livelihood have played an active role, but excessive leverage would allow the government to assume the debt risk. With the tightening of credit and the real estate market will eventually lead to loss of local government debt repayment ability, then the local debt will be born by the central government or into the bank bad debts, which will directly affect the construction and development of society. Therefore, the debt problemof local government in our country must receive due attention. In this paper,based on these problems, analyze and study the multi angle using standard analysis methods of local government debt risk problem, based on the present situation of local government debt in China, summed up the root of the problem,and finally put forward a set of effective scheme.
