摘要 我国已经把健全国家金融体系、完善金融服务功能作为“十二五”期间金融改革与发展的战略重点，农村金融一直是我国整个金融体系中的薄弱环节，对于我国整体金融体系的构建和完善起着严重的制约作用。同时，农村金融又是当代农村经济的核心，构建合理完善的农村金融体系对进一步促进农村经济发展，完善社会主义市场经济体系，推动社会和谐发展具有十分重要的意义。当前我国农村金融体系的建设目标是建立符合我国农业特点和农民需求的农村普惠金融体系。 以此为出发点，文章研究了发展农村普惠金融的基本理论，包括农村普惠金融的理论基础、普惠金融的内涵和发展过程、发展农村普惠金融包括的主要内容及其意义。以麒麟区农村地区为例，对该地区普惠金融的发展现状进行了分析，指出了麒麟区农村地区普惠金融发展过程中存在农村居民金融需求尚未满足、农村普惠金融机构可持续发展能力不足，金融生态环境和法律环境不完善等突出问题。并探究了产生这些问题的深层次原因，主要包括农村经济发展滞后、城乡二元金融结构的长期阻碍、农村金融机构自身机制不健全和政府的不当参与等。然后探讨了国外发展农村普惠金融的成功模式并总结了其中值得借鉴的经验‘并以此为依据，指出了麒麟区农村地区普惠金融的进一步发展方向在于坚持向农村地区提供适合农民基本需求的普惠金融服务、增强农村普惠金融机构的可持续发展能力以及充分发挥政府在农村普惠金融建设中的作用。 并以此总结出我国应该建立一个有效的普惠金融体系框架，进而研究出农村普惠金融的发展模式。 关键词： 普惠金融 农村金融体系 金融生态环境  Abstract China has to improve the countrys financial system, improve financial services as a strategic priority, second five financial reform and development, rural finance has been the countrys entire financial system weaknesses, from our country to build and improve the overall financial system a serious constraint effect.
