2016澳大利亚早期儿童教育与保育简介

The importance of the OECD review lies with our understanding of the early years as foundational to future learning. All of us learn throughout our lives. It starts from the day we are born. It is now recognised that the early years of life are the most important for learning. That’s when the foundations for the future are laid, and when we begin moving down the path that will take us through childhood, the teenage years and ultimately into adulthood. One of the most important things children learn in the early years is about themselves – that is, they develop a picture of themselves that affects the ways they approach any situation, task, or relationship with another person. In other words, they develop a self concept. An important part of that self concept is the picture they have of themselves as learners: is it okay to be curious, to explore, to ask questions, to tackle problems, to try to figure things out, to experiment? Is it okay to try something and fail sometimes? Being a good learner means having a go, seeing yourself as capable, and taking reasonable risks. * * Over the six year period of the review 20 countries participated in country reviews and 24 countries in the workshops organised on ECEC policy issues. These countries provide a diverse range of social, economic and political contexts as well as varied approaches towards the education and care of young children. * The OECD review concluded with 10 recommendations for ECEC policy 1. To attend to the social context of ECEC programming – ECE programs not only address the care nurturing and education of young children but also contribute to the resolution of complex social issues 2. To place well-being, early development and learning at the core of ECEC work, while respecting the child’s agency and natural learning strategies – children’s learning is a core goal of early childhood services but within a context that ensures the child’s social emotional development and well being 3.
