Its defects include: ( 1) encouraging localism territorialism; ( 2) making repetition developments in industrial and infrastructure; ( 3) blocking economic regionalization. The Chinese economy regionalization conflicts with the administrative district in two levels: one is some economic regions beyond one province or several provinces; the other is some economic regions across close some border upon provinces, or the forming of economic region bigger than city or county in a province. We intend to discuss the reformation of Chinese administrative area in two ways. The first is to break the current administrative area row, make three new administrative districts: ones are bigger than province, ones are across close some border upon provinces but smaller than province, ones are across close some border upon cities or counties but smaller than province, so that corresponding the economic regionalization. The second is to establish some new offices to facilitate the regional coordination, giving them the homologous administrative power, in three levels hereinbefore. Another point we start is the speed of urbanization is faster and faster recently. One important performance of it is the big city cluster. It also combines with the economic regionalization.
