东北农业大学学士学位论文 　　　　　　　　　　学号： 黑龙江省中小企业电子商务发展问题的研究 The Developmental Research on E-commerce for the Small and Middle Enterprises in Heilongjiang Province 学生姓名：丰瑞雪 指导教师：王杰 所在院系：经济管理学院 所学专业：工商管理 研究方向：工商管理 东 北 农 业 大 学 中国·哈尔滨 2010 年 5 月摘要 黑龙江省作为东北老工业基地，现有具一定规模的中小企业超17万户，且中小企业占全省企业户数的90%以上。中小企业已经成为推动黑龙江省经济发展的一支重要力量，然而这些企业的电子商务应用还处于初级阶段、信息化建设水平还比较落后。电子商务作为信息化建设的突破口，能够快速为企业带来经济效益，并且中小企业规模小，灵活性高等特点与电子商务有着天然的结合点，电子商务将给金融危机下的中小企业带来新的机遇，因而黑龙江省中小企业发展电子商务是可行而且必要的。 本文以黑龙江省中小企业电子商务发展为研究对象，介绍了中小企业电子商务的基本理论知识和国内外中小企业电子商务的发展趋势，对中小企业实施电子商务进行可行性分析。并在此基础上，运用调查问卷、网络有哪些信誉好的足球投注网站、实地考察等方式对黑龙江省中小企业电子商务的发展情况进行研究。在掌握黑龙江省中小企业电子商务发展现状的情况下指出其问题所在，最后针对黑龙江省中小企业发展电子商务过程中存在的问题提出符合我省特色的中小企业发展电子商务的对策分析，即开展以“政府推动与企业联盟相结合，集中优势互利共赢，全面推进中小企业的信息化建设”为指导思想，以“加强电子商务基础设施的建设和搭建电子商务公共平台”为工作重点的发展策略。 关键词：黑龙江省 中小企业 电子商务 对策 The Developmental Research on E-commerce for the Small and Middle Enterprises in Heilongjiang Province Abstract Heilongjiang Province, the northeast old industrial has small and medium enterprises with certain scale over 170 000. Small and medium enterprises across the province accounted for 90% of enterprises households. In Heilongjiang Province, small and medium enterprises have become an important force for economic development, but the level of enterprise information technology is still relatively backward. E-commerce as a breakthrough in information technology to quickly bring economic benefits for the enterprise. SMEs with small and flexible advanced features, has a natural point of integration with E-commerce. E-commerce financial crisis will bring new opportunities for SMEs. Therefore, the developmental on E-commerce for SMEs in Heilongjiang Province is feasible and necessary.
