HSE方针原则

* * 2009年1月,集团公司发布HSE管理九大原则,这九大原则结合集团公司实际,充分借鉴杜邦、壳牌和BP等国际大公司的通行做法,是对集团公司HSE方针和战略目标的进一步阐释和说明,是针对集团公司HSE管理关键环节提出的基本要求和行为准则。 * * 企业应充分考察员工的安全意识、技能和历史表现,不得聘用不合格人员。各级管理人员和操作人员都应强化安全责任意识,提高自身安全素质,认真履行岗位安全职责,不断改进个人安全表现。 * * * * * * 所有事故隐患,包括人的不安全行为,已经发现,都应立即整改,一时不能整改的,应及时采取相应监控措施。应对整改措施或监控措施的实施过程和实施效果进行跟踪、验证,确保整改或监控达到预期效果。 * “四不放过”原则:事故原因未查明不放过、责任人未处理不放过、整改措施未落实不放过、有关人员未受到教育不放过 。 * 承包商应按照企业HSE管理体系的统一要求,在HSE制度标准执行、员工HSE培训和个人防护装备等方面加强内部管理,持续改进HSE表现,满足企业要求。 * * “Structure is the framework that supports the process. Many of the tasks in the Safety Process are viewed as being forced. Most of you will eventually do an Accident Predictive Technique or APT. At first it may be difficult but when you do it again, it’s a little bit easier. The process forces these activities and helps you to build habits.” “As I build a habit, it starts to become an individual value. As we get more people with those individual values, we start to build a better culture. And the overall culture is what we’re really trying to establish.” [Leader – Use this story or your own illustrate point.] Think about using a seat belt. Some folks are or were resistant to seat belt use or the would simply forget to buckle up. If they are forced to use their seat belt it starts to become a habit. Eventually, they buckle up without thinking about it. As they accept seat belt use as part of everyday life it becomes an individual value. When many people have this value, it becomes part of the culture. Wearing a seat belt is expected and accepted.
