基于双边界二分式条件价值法的农户耕地补偿意愿评估 马爱慧 四川大学公共管理学院，四川 成都 610064 摘要：条件价值法是目前资源环境经济价值货币评估中较为广泛应用方法,虽经济理论基础已日趋完善, 但其准确性受到质疑，而双边界二分式条件价值法成为美国国家海洋和大气管理局中CVM高级委员会最为推崇的可以最大限度地减少偏差的支付诱导方式。本文将双边界二分式CVM模型引入农民对耕地资源保护补偿意愿的经济价值评估研究中, 为了平衡同一主体受偿意愿与支付意愿存在较大的差异性，基于不同的假想市场，以武汉市450份农村居民意愿为例，进行实证分析，探索条件价值评估法双边界二分式意愿引导技术在我国应用的适用性及分析了武汉农户对耕地资源保护的接受意愿和支付意愿。研究表明：农户的受偿意愿每亩在309.30-650.39元之间，其点估计值为477.47元；支付意愿在206.87-380.38元之间，其点估计值为290.86元，根据我国国情、补偿时空差异性和实施的可操作性，确定具有一定弹性的耕地资源保护补偿意愿标准为每亩290.86-477.47元之间。 关键字：双边界二分式；条件价值法；意愿评估 中图分类号： Based on Double-Bound Dichotomous CVM Farmers’ Compensation Willingness Evaluation for Cultivated Land MA Ai-hui College of Public Administration, Sichuan University, Chengdu 610064, China Abstract: Contingent valuation method is widely used method of evaluation in the environmental resources economic value. Although the economic theory of CVM has become more perfect, the accuracy has been questioned, while Double- bounded Dichotomous Choice Method is respected by the United States of Americas National Oceanic and Atmospheric Administration in CVM High Commission which can minimize the error induced by way of payment. Using Double- bounded Dichotomous Choice Method, This paper analysis farmers’ compensation willingness for cultivated land , in order to balance differences of same subject’ the willingness to pay and willingness to accept, and construct different hypothetical market based in Wuhan City, 450 rural residents questionnaire as an example, and explore the application of Double- bounded Dichotomous Choice Method in our country. Research shows that: farmers willingness to accept per mu is between in 309.30-650.39 RMB, the point estimates for 477.47 RMB; willingness to pay is between in 206.87-380.38 RMB, the point estimates for 290.86 RMB, according to the situation of our country, the compensation difference and feasibility, we determine the compensation standard for a certain elasticity with per Mu 290.86-477.47 RMB.
