The petroleum safety directly affect our economic security even the political security. Based on the analysis of hard-employed petroleum reserve condition of our country, the three main factors inhibiting exploitation of hard-employed petroleum were founded, that is, the contradiction between the maximized benefit goal of marketing enterprises and maximum resource utilization, using those development plan used in developing self-contained oilfield and those production organizing mode. So the evaluation and exploitation result of hard-employed petroleum reserve zone. The finance and taxation policy in same rate of duty without consideration different oil product go against the development of hard-employed petroleum reserve. The clew and advice of development of hard-employed petroleum reserve were put forward, that is to say, firstly, valued evaluating reserve——memorably definite the criterion of hard-employed petroleum reserve to provide reference for reasonable floatation of hard-employed petroleum reserve , secondly, encourage the capital and technology of petroleum existing- continuing company and local corporation into development domain of hard-employed petroleum reserve to make it become an important troop to develop the hard-employed petroleum reserve on the premise of strengthening watch and control, another, the state should adjust the involved finance and taxation policy to make the company participating hard-employed petroleum reserve development be profitable.
