共 31 页 第 PAGE 2 页 10%以下 明天下午5点之前 PPP项目风险管理机制研究 以池州市市政污水设施PPP项目为例 摘 要 PPP模式目前在全球已经成为一种广泛运用的管理机制，成为许多国家加强管理的好办法，有的国家还专门建立了中央管理机构对PPP进行更具针对性的协调。在我国，随着改革开放的不断深入，PPP模式得到了越来越大的重视，成为政府解决日益严重的债务危机以及发展经济、加快我国城市化发展的好办法。PPP模式的推广恰恰满足了政府最迫切需要解决的这两个问题的需要。 PPP模式的优势不仅仅在于引入社会资本降低了地方财务的压力，而且还能将本由政府承担的风险转移给社会资本，通过社会资本丰富的经验来控制和管理风险。然而，由于中国国情的特殊，我们在风险的管理过程中出现了一系列在发达国家很少出现的问题。 本文开始阶段通过运用各种理论对PPP进行理论上的论述，例如市场失灵理论以及政府失灵理论和委托代理理论等。在对PPP有详细的了解之后，在通过收集归纳资料对PPP模式的风险以及风险的控制作介绍，并在文中结合池州市市政污水设施PPP项目实际地分析了三十二条风险的识别、评价、分担和管理情况。最后，笔者选择了其中四条重要且在中国经常发生的风险：腐败风险、操作管理风险、政府信用风险、社会资本违约风险的管理提出里自己通过访问、研究所得出的优化管理方案。 通过本文的研究，建立一个对PPP模式的风险识别以及管理控制的一个有效的机制，为以后的时间提供借鉴和指导。 关键词：PPP模式；风险识别；风险分担；风险管理 Abstract The application of PPP has become a trend in the world, and many countries have established the central organization to manage and coordinate these projects. In China, since 2003, along with the gradual deepening of the reform, PPP mode are paid more and more attention : on the one hand the government want to solve the increasingly serious problem of local debt, on the other hand, the government expect to continue developing the economy, promoting the process of urbanization. The promotion of PPP mode is precisely meeting the need of the governments urgent need to address these two issues. PPP mode’s advantages not only lies in the introduction of social capital, reducing the pressure on local finance, but also will transfer the risk borne by the government to social capital, through social capital rich experience to control and manage the risk. However, due to the special situation of China, we have a series of problems that occur in the developed countries during the management of the risk. This paper begins to use market failure theory, government failure theory, privatization theory and principal-agent theory to explain the theoretical basis of PPP mode.
