论坛专题一 中国大陆的绿色能源行动 黄其励’s economy, society, environment protection and ecology urgently need to enhance energy utilization efficiency, optimize energy structure, change the situation of over-dependence for a long time on coal, implement green, low carbon energy development strategy with high efficiency. The clean energy strategy includes two parts: one is clean, low-carbonized utilization of coal. By developing advanced coal-fired power generation technique, the economic and environmental benefits of new coal-fired units could be increased; by popularizing mature and advanced power generation techniques, the technical level of operating coal-fired power units could be enhanced. On the other hand, the renewable energy, wind and solar as good representatives, should be utilized in large scale. Under direction of the wind generation development phases theory, we should make development of wind generation and power grid in a coordinated way of synchronous planning and construction. Further encourage innovative thinking, making a win-win development situation between all voltage level grids and large energy electrical system, which formed by traditional energy and clean energy, to realize large scale replacement from fossil energy to large portion renewable energy, for example wind energy. Utilizing high efficient, clean, and environment friendly energy and electric power provide strong supports for sustainable development in this century. Key words: coal-fired generation, wind generation, large energy electrical system, high efficiency – clean – low carbon. 摘要 中国大陆经济、社会、环保、生态共赢的永续发展，迫切需要提高能源利用效率、优化能源结构，改变长期以来对煤炭的过度依赖，实施高效、绿色、低碳的能源发展战略。清洁能源战略包括两方面：一是对煤炭的清洁、低碳化利用。通过创新开发先进的燃煤发电技术，提高新增煤电机组的经济、环保效益；通过推广成熟先进的发电技术，提高燃煤发电存量的技术水平。另一方面，大规模利用以风电、太阳能发电为代表的可再生能源，在风电发展阶段论的指导下，现阶段要努力做到使风电与电网同时规划、同步建设的协调发展；进一步要创新思维，做到传统能源、清洁能源等组成的大能源系统电力与各级电网共赢发展，实现大比例风电等可再生能源对化石能源的规模替代。用高效、清洁、环保的能源和电力，为本世纪的可持续发展提供可靠的支撑 关键词：燃煤发电高效引言 1990年以来，大陆原煤生产占能源产量总量的比重一直保持在70%以上，预计到2030年，大陆煤炭消费量仍占一次能源消费总量的55%
